Officer reports
Treasurer
- We are currently in a budget deficit, but that's only
because:
(a) the college dues for the year are collected in the
fall for the academic (not calendar) year and
(b) money was taken from the checking account for long
term investment.
- The line item for Club Grants is in a deficit due to the
high number of clubs going on to national titles. The
clubs going on in the playoffs were Raleigh, Virginia
Tech Men, Virginia Women, Mary Washington Women.
Congratulations to these clubs.
- The officer travel amount has barely been expended yet,
but it will take a hit during the next two USARFU
meetings.
- The Don Bridges Fund is currently in a Vanguard Growth
Index Fund while the VRU has another amount invested in a
Vanguard 500 Index Fund. Predicted performance should be
very good.
Vice-president (reported by Treasurer)
- Recommended approval of the following tournaments:
- Monk Vaughn 7s (22 May)
- Norfolk Blues 7s which is a MARFU qualifier (10
July)
- The following tournaments are approved pending
confirmation that the clubs will have the required
medical personnel on-site:
- Mountain Cup (4-5 Sept)
- Newport News (4-5 Sept)
- The Virginia Beach 7s tournament is covered later
- Also, Norfolk will be hosting the MARFU 7s championship

Secretary
- Directory. Still having trouble with some clubs
submitting directory updates when changes are made or
when requested. Will work on having clubs update their
directory information in a more timely manner.
- Schedules.
- Fall schedules are due by 1 August. Div II
schedules are done by MARFU and are online.
- The bulk of the CM schedules are online, but
there are gaps.
- The online schedule page has been redesigned.
Discipline Chairman
- From the recent MARFU meeting the MARFU disciplinary
chairman is requested to contact the LAU disciplinary
chairmen to look at an appeal process for send offs.
- Reports should be submitted for sin binned players, the
same as for players sent off.
MARFU
- This year there are three 7s qualifiers, not four as in
past years
- Clubs have done great in the playoffs:
- Navy, Princeton in final four and Virginia in
elite eight in College Women Div. I
- Frederick, Raleigh in elite eight in Mens
Div. II.
- Navy, Penn State, Virginia Tech made elite eight
in Mens College Div. I.
- CIPP numbers good
- Need more referees
USARFU
- Search for new Executive Director
- CIPP numbers are good
- CIPP administrative problems continue. The turn around is
now reported to be four weeks down from two weeks.
- Collegiate experiment in south is discontinued
College Men
- The bulk of the CM schedule for fall is done.
- Virginia is looking at starting a CM club.
- They must follow the guidelines in the VRU
handbook.
- Players can only play for one club. No switching
back and forth
- The VRU president will be the main point of
contact regarding this topic.
Newsletter Editor (via email)
- The College Edition of the VRU Summer Newsletter went out
the first week in May.
- The Regular Edition will go out right after Club
Nationals. The College Edition is on-line already.)
Auction
- VRU held a jersey auction ending 31 March. The response
was great. We earned $268 for the Don Bridges fund.
- However, one player still owes for her jersey.
- Motion (President) to suspend Emily Pelliccia until the
debt is paid. The player will be reinstated upon receipt
of payment. If the player plays for any club while
suspended, that team will receive an automatic forfeit
for that match. Also the player is ineligible for
all-star competitions. Seconded. After some discussion,
the motion was adopted.
Virginia
Fined $100 for their cancellation against Blacksburg on
6 March. This decision was reached after the president received
Virginia's response on the matter.
Virginia Beach
- Motion (CM Coord) Virginia Beach 7s tournament is not
sanctioned for lack of timely CIPP compliance. Seconded.
After discussion, the motion was adopted. Note: (a) the Treasurer
abstained from voting and (b) the voice vote was
unanimous with no dissenting votes.
- The president will let Virginia Beach know of the
decision.
- The secretary will inform the LAUs of decision.
- There will be further inquiry into the VB cancellation of
their Blacksburg match 10 April.
CIPP
- All clubs must have their players registered by the RSV
meeting in the fall.
- Games with a club with non-registered players will not be
covered.
