Agenda
Budget discussion (treasurer's report)
- VCU owes for last year and Longwood still owes for the fall. All other
clubs are paid through the fall.
- Motion (President) that VCU must pay $725 for past dues by 1 December
1996 to the VRU treasurer (check in hand). If not, VCU will be suspended
indefinitely and not have voting privileges at the 1997 AGM. After discussion
the motion carried unanimously. The secretary will write a letter informing
VCU of this motion.
- Rappahanock representatives expressed a concern over the high insurance
premium when they only played six games for the entire year. Dealing with
high school students is entirely different from dealing with college students
and adults. Only one of the high school players even has a drivers license.
They have no real income.
- It was agreed again for 1997 Rappahanock would not have any dues for
1997.
- Motion (President) for a one time allocation to Rappahanock High School
RFC to pay their insurance premium. After some discussion, the motion failed
1-5.
- The coaching clinic didn't cost the VRU has much as anticipated. The
estimate was between $2000-2500. The final amount was $1,562.61.
- The Don Bridges Fund has $5310 at the end of October. This does not
include the amount to be added from the Ed & Sandy Lee Cup.
MARFU
Virginia Tech men have requested an explanation of how the seedings
for the collegiate playoffs were done. The president will give the reply.
CIPP and insurance compliance
- The Vice-president reports he is holding a few checks from clubs that
were not Insurance compliant and wanted to know what to do with the checks.
- Motion (President) that the checks secured at the Ed & Sandy Lee
Cup for non-compliant clubs for liability insurance be returned to the
clubs. These clubs are fined $275 (the amount of the premium) payable to
the VRU treasurer by 1 February 1997 unless the club can prove that they
had club liability insurance for 1996 no later than 1 February 1997. After
some discussion the motion carried 5-1.
- Longwood men won fifth place at Ed Lee making them the collegiate division
II winner. However, since the club was not registered, had not purchased
the club liability insurance, and had unregistered players, they were ineligible
to represent the VRU. ODU was sent to represent the VRU and VMI sent as
the number two seed since University of Richmond failed to play the game
against VMI at Ed Lee.
- 24 out of 32 clubs in the VRU had liability insurance ranking 7th in
USARFU
- 21 out of 32 clubs in the VRU were club registered ranking 12th in
USARFU at 81%
- 1064 players in the VRU were individually registered placing the VRU
9th in USARFU based on projected enrollment.
- Add a page on the web site listing which clubs are CIPP and insurance
compliant.
- The EC passed a motion at the August meeting that all clubs must be
CIPP registered and insurance paid or the RSV will not assign referees
for those matches. The president moved that this motion be amended so that
clubs not CIPP registered and having liability coverage be suspended. After
some discussion the motion carried.
- PLEASE NOTE: Suspended from play means a clubs can not play. At all.
It also means other clubs can not play a suspended club. This may seem
harsh, but it must be understood that all clubs MUST have liability insurance
coverage.
