To all participants:

Please read the below Playoff Rules and Regulations over VERY CAREFULLY. Full compliance is required. If there are ANY questions, please contact the appropriate Eligibility Coordinator listed below or myself at once, as appropriate.

These "Rules" (pdf) are also available as a 'word' document file, along with the referenced "College Eligibility Certification" (pdf) and "Medical Insurance Certification" (pdf) forms. A pdf file is also available for each form. Please start the process to insure that all pre-event information is provided BEFORE March 5. The sooner the better for all involved. If any document does not properly decode, please contact
your Eligibility Coordinator for a hard copy by fax or snail mail.

NEW - The MARR assigned referees for the quarterfinal match will check each player's school ID and collect the completed CIPP Roster (pdf) prior to the match as a condition to play. If the player cannot provide a school ID, clearance to play is up to opponent's team captain. If the referee forgets to do this, please remind him or her. The referee will send the completed CIPP
Roster to me within 24 hours.

REMINDER - Each LAU should help to insure that the club and its players are FULLY enrolled in CIPP preferably by Feb. 15 to minimize any related issues with CIPP verification.

NOTE - Please recognize that there are three (3) matches for ALL teams to play in the playoffs, as follows:

ELIGIBLITY CLEARANCE FOR DIV I CHAMPIONSHIP ROUND

The winning QF teams who enter the championship round will be subject to
"Elgibility Clearances" at the field on Saturday morning March 27. The
following schedule must be followed (not subject to change):

All players must be enrolled in CIPP prior to start of MARFU playoffs. In the event that a player has enrolled in CIPP and was not provided a CIPP card by the USA Rugby, then the following is acceptable as proof of CIPP enrollment [listed in order of preference]:

1. USA Rugby CIPP roster
2. Completed CIPP enrollment form (player's copy) previously sent to USA Rugby

If ANY of the above criteria is not met by any player, they shall not be permitted to play.

Event Requirements

1. An alphabetized roster (clearly printed) of a maximum of 30 players must be submitted to the Eligibility Coordinator (for your team’s gender) prior to the event NO LATER THAN March 5, 1999, with their Name, College ID numbers, Date of birth, Date first enrolled in any college or university. The roster must be sealed (with imprinted seal) by the University or College Registrar certifying that each and every individual listed on the player's roster is a full-time undergraduate student pursuing a first degree at their university or college. A "College Eligibility Certification" (pdf) form is being provided to each club.

2. An alphabetized affidavit must be signed by each player that they have the required medical insurance as required by USA Rugby (coverage of $100,000 or more), must be submitted to the Eligibility Coordinator (for your team’s gender) prior to the event NO LATER THAN March 5, 1999. In addition, the team must submit with this affidavit, substantive proof of health and medical insurance, e.g., clear photocopy of medical insurance card (both sides). A "Medical Insurance Certification" (pdf)   affidavit is being provided to each club.

3. Each player must have a valid Identity Card with a photograph from their college or university and present it for inspection by the referee at the field prior to the quarter-final match on March 20, 1999. At the Championships on March 27-28, 1999, this will be required for only the teams in the Championship Round and must be done so at the eligibility clearance, at the assigned time and prior to the matches. No exceptions!

4. For the quarter-final matches ONLY, each club is to complete their part of the CIPP Roster (pdf) form provided to each club; the completed form will be sent by the match referee to the Event Director within 24 hours of the match.

At the Championships on March 27-28, 1999, for only the teams in the Championship Round, each player must have a valid CIPP card from USARFU (USA Rugby) and present it for inspection at the eligibility clearance, at the assigned time and prior to the matches.

All players must be enrolled in CIPP prior to start of MARFU playoffs. In the event that a player has enrolled in CIPP and was not provided a CIPP card by the USA Rugby, then the following is acceptable as proof of CIPP enrollment [listed in order of preference]:

Eligibility Requirements

1. All participating clubs and players must conform to the USA Rugby Collegiate, MARFU and LAU Eligibility requirements as identified below. It is a matter for each local area union (LAU) to insure Club Eligibility conformance. For additional information on USA Eligibility Policy, you can check out the following address:

2.    Participants are forewarned that any and all players over 23 years of age will be asked to present evidence that less than five years have elapsed since they first enrolled at any college or university. Sufficient documentation is no less than a complete official transcript. This documentation MUST be sent to the Men or Women’s Eligibility Coordinator as appropriate NO LATER THAN March 5, 1999 but preferably ASAP. Failure to do so may be grounds for loss of eligibility for that player.


Medical Preparedness

All clubs should bring their own medical kit and supplies [bandages, tape, pre-wrap, etc.} and drinking water to their matches.

An on-site EMT and ambulance has been arranged by the host club at MARFU expense.

A medical doctor shall be at the event courtesy of the of Dr. Merrick Wetzler and the AORFA (American Orthopedic Rugby Football Association).

Athletic trainers are being provided by HealthSouth at East Penn RU expense and shall be available at EACH field starting at 9 am on each day to help with pre-match taping (you provide the tape, etc.) and assist players during the match as needed and appropriate.



Kit Requirements

1. Each team must have matching jerseys numbered 1 through 15 with numbers worn by players according to position.

2. Jerseys, shorts and socks must be clean and free from tears, rips, and holes. If sleeves are cut, they must be hemmed and must at least cover the biceps. Boxer shorts must not show below rugby shorts. Spandex shorts may be worn under rugby shorts only if they are a matching color.

3. Each participating team is expected to have a medical kit available.


Jersey Conflict Procedure

Teams that are playing each other should check to see if there may be a conflict with similar jersey colors. If so, it is up to the home club to use their alternate jersey or if neither team has an alternate, it is up to the home team to work it out to the satisfaction of the referee; this may require wearing same color t-shirts over the jerseys. If the home team does not have an alternate jersey and the visitors do, then the visiting team must oblige. For the Final Fours, the 'home' team will be the closest team by mileage to the site of the match.

Please review you team's contact and jersey info carefully. If there are ANY corrections or questions about the above procedure, please advise me AT ONCE.



USA Rugby Club Eligibility Requirements

  1. The university or college club must be authorized and recognized by the administration of the college or university it represents and be CIPP registered.
  2. The club must have a faculty member who serves as an adviser to the club.
  3. The club must have a permanent mailing address (note: this address should not be that of a student officer, but a permanent P.O. Box or address at which members can be contacted regardless of changes in administration.
  4. The club must have an appointed coach.
  5. The club must be a full member of a local area union recognized by the USA Rugby.
  6. The club must follow all USA Rugby directives regarding player eligibility and competition.

USA Rugby Player Eligibility Requirements

Only FULL-TIME, UNDERGRADUATE STUDENTS IN GOOD STANDING, playing for the rugby club at his/her university or college, may compete in matches leading to a national championship. The definitions of full-time equivalency and good standing are standards set by each institution of higher education. The university or college club must be a full member of a local area union within USA Rugby.

Students, playing Rugby in a competition leading to a national championship, must be undergraduates working towards a first bachelor's degree and have first enrolled at a college or university (including junior or community colleges) which has a Rugby program no sooner than 5 years before the beginning of the competition. As an example, if the national championship ends in the spring of 1999, to compete in the championship final, the student must have enrolled no sooner than the summer of 1994.

There are no restrictions regarding the number of alien students. Any foreigner who is a full-time undergraduate student in good standing may play for his/her college or university and is subject to the same regulations as any other student.


Appeal Process to USA Rugby

Appeal for a waiver of the eligibility regulations must be filed prior to the start of the LAU competition. The procedure for the appeal is as follows:

  1. A letter of appeal and the appropriate documentation for the appeal must be filed with the Chair of the USA Rugby Eligibility by 15 September.
  2. Notification of the decision regarding the appeal within 10 days.


MARFU Eligibility

In competitions leading to USA Rugby events, eligibility follows all the USA Rugby regulations. In other competitions, no such restrictions exist, save those for the particular event, as set by the event organizer, and those of the local area union.

Good Standing
All clubs must be in good standing with both their school and local area union to participate in the MARFU playoffs. This includes, but is not limited to, no monies [$$$] owed to either the union or referee society; enrollment of the club, all players and coaches with USA CIPP Program, enrollment in USA Rugby liability insurance program (automatically provided when club is CIPP enrolled), etc. Any team not in compliance will be subject to forfeiture of matches and additional disciplinary actions.

Each LAU is responsible in insuring that the clubs that have allowed to represent them are in good standing.


Championship and Plate Rounds To Be Held

All clubs must play in all scheduled playoff matches {win or lose} - 3 in total - as shown below. The winners from March 20 will play in the Championship Round, while the losers will play in the Plate Round at the same location as the Championship Round on March 27-28. The Plate Round is being held as another SERVICE to clubs, in order to provide pre-scheduled
matches in a competitive setting; participation is required. failure by any club to play a scheduled match will result in disciplinary action by either or both MARFU and their LAU as deemed appropriate in accordance with MARFU and LAU Policies.



Local Area Union Eligibility

The eligibility requirements for competitions within Local Area Unions are the responsibility of the Local Area Unions. The criteria set by Mid-Atlantic RFU and USA Rugby are minimal requirements which may be more strict in any given LAU.



Code of Conduct

Collegiate rugby players represent their universities and are ambassadors of United States collegiate rugby. As such, each collegiate rugby player and coach is expected to be a lady or a gentlemen on and off the field. Collegiate rugby players should not tolerate obnoxious, impolite or antisocial behavior of any sort which could adversely affect the image of collegiate rugby as a serious and disciplined athletic endeavor.

Any breach of this Code of Conduct at this event, either at the event site, area hotels, public facilities, etc., as witnessed and reported by any individual will be forwarded to the appropriate disciplinary committee for action.


Alcohol Policy

ALCOHOLIC BEVERAGES ARE NOT ALLOWED AT THIS EVENT. Please be sure that your players, coaches, fans, etc. abide by this requirement. The onus of responsibility for this is on the individual club they are associated with. Failure to comply may result in team and/or player disqualification and/or enforcement by either college/university or city police.
