Constitution
Article I. Name
The name of the organization shall be the Radford University College Republicans
Article II. Purpose
1. To provide the organizational framework so as to assist in the election of Republicans to public office. 2. To promote the line of thought as set down in the platform of the Republican National Committee. 3. To raise funds to carry out the above purpose.
Article III. Officers
1. The officers of the organization shall be as follows: Chair Vice Chair Secretary Treasurer Webmaster
2. Officers shall be elected by a simple majority vote of the College Republican members to a one year term beginning with the first official meeting of the fall term and ending with the last meeting of the spring term.
3. Powers and duties for said officers shall be prescribed in the By-Laws of this Constitution.
4. The five officers shall comprise the Executive Board of the College Republicans.
5. The Executive Board is charged with formulating a budget.
6. All officers must be full-time students carrying at least 12 hours per term and have an overall G.P.A. of at least 2.0.
7. A majority vote of the Executive Board shall be required to remove any funds from the College Republican treasury.
Article IV. Meetings
1. The Executive Board shall meet at least once per month. Times and places shall be designated by the Chair.
2. The Chair shall give at least five days advance notice to each member prior to a regular meeting.
3. Board members missing two consecutive regular meetings and no more than three total meetings without a good excuse shall no longer be considered an officer of the College Republicans. An election shall take place at the next regular meeting to replace this officer.
4. Regular general membership meetings shall be held at least every other week.
5. Robert’s Rules of Order shall take precedence at each meeting.
Article V. Membership
Membership shall consist of those persons within the university community who have paid their dues within five weeks after expressing interest in membership.
Article VI. Amendments
1. This Constitution may be amended by a two-thirds majority vote by members present at any meeting.
2. Amendments must be presented in writing one meeting and voted upon at the next regular meeting.
3. Any revisions to this Constitution and/or By-Laws must be approved by the Committee of Club and Organizations, the Student Affairs Council, and the President of the University.
Article VII. Responsibilities
1. This organization will adhere to all University policies and procedures.
2. Members must be students at the University and be in good standing.
3. Members must attend at least fifty percent of all meetings or they will be considered inactive and have their membership rights stripped from them.
4. An active member shall be allowed to vote on any action taken by the College Republicans and will be allowed to attend any College Republican function.
5. The members shall pass or reject, by simple majority, the budget that is presented by the Executive Board.
Article VIII. Advisor
1. The advisor must be a member of the Radford University faculty or staff.
2. The advisor will be elected or removed by the same procedures as used for the officers.
3. The advisor will be responsible for helping to insure that all University policies are adhered to.
4. The advisor will be required to attend at least forty percent of all regularly scheduled meetings.
5. The advisor will attend all Executive Board meetings, but will not have a vote at said meetings.
By-Laws
Article I. Powers and Duties of Officers
1. The Chair shall preside over all meetings of the College Republicans and the Executive Board. The Chair shall be responsible for the general admission of the College Republicans.
2. The Vice Chair shall perform all duties of the Chair when the Chair is unable to attend. When the office of Chair is vacant, the Vice Chair shall become temporary Chair until a new Chair can be elected.
3. The Secretary shall be in charge of taking minutes at every regular and executive meeting. The minutes shall be distributed to each member prior to the next scheduled meeting. The Secretary shall also be responsible for any written work delegated by the Chair or Executive Board.
4. The Treasurer shall be responsible for collecting all monies of the club and keeping accurate records of said monies. The Treasurer shall be required to inform the Chair of all non-paying dues members and shall inform the College Republicans at least once a month of the financial status of the club.
5. The Webmaster shall be responsible for creating a webpage for the club and keeping that page up-to-date.
Article II. Vacancies
1. Vacancies on the Executive Board may be filled by a simple majority vote at the second regular membership meeting after the vacancy occurs.
2. The membership shall be given proper notice of the purpose of such meeting.
Article III. Dues
The Executive Board shall have the power to set dues to be no lower than $5.00 per year.
Article IV. Membership
1. Membership in the College Republicans shall be open without restriction as to race, color, religion, national origin, handicap, or gender. |
