The U.S. Department of Education created The Handbook for Campus Safety and Security Reporting [PDF] to present step-by-step procedures, examples, and references for higher education institutions to follow in meeting the campus safety and security requirements of the amended Higher Education Act of 1965.

The Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act was signed into law in November 1990 (known at the time as the Crime Awareness and Campus Security Act). It requires institutions participating in the student financial aid program under Title IV of the Higher Education Act of 1965 to disclose information about campus safety policies and procedures as well as provide statistics concerning certain crimes that occurred on or near campus. The Clery Act affects virtually all public and private Institutions of Higher Education (IHEs) and is enforced by the U.S. Department of Education (ED).

The purpose of the Clery Act is to provide the campus community with timely, accurate, and complete information about crime and the safety of campus so that they can make informed decisions to keep themselves safe.

The Radford University Clery Compliance Office invites all University employees and students to read the Annual Security and Fire Safety Report [PDF]. This report satisfies the requirement of annual distribution of the following information to all employees and students. The University prepares this report in compliance with the Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act and the Public Act no. 12-78 – an act concerning sexual violence on college campuses.

The report includes statistics for the previous three years concerning reported crimes that occurred on campus; in certain off-campus buildings or property owned or controlled by Radford University; and on public property within, or immediately adjacent to and accessible from, the campus.

The report also includes institutional policies on campus security, such as policies concerning alcohol and drug use, crime prevention, the reporting of crimes, sexual assault and other matters.

This report is prepared in cooperation with many departments throughout the university along with local and state law enforcement agencies. These entities provide updated information on their policies, educational efforts and programs to comply with the Act.

Campus crime, arrest, and referral statistics include those reported to the Radford University Police Department, designated Campus Security Authorities (CSA) as defined under the Act, and local law enforcement agencies. Each year, this notification is sent to all enrolled students, faculty and staff. The notification provides information on how to access the Annual Security and Fire Safety Report online. Written copies of this report may also be obtained at the Radford University Police Department at the Allen Building on East Main and University Drive, Radford Virginia.

• Collect, classify, and count crime reports and statistics related to crime.
• Issue timely warnings and campus alerts for Clery crimes that represent an ongoing threat to the safety of students or employees, or emergency notifications upon confirmation of a significant emergency or dangerous situation involving an immediate threat to the health or safety of students or employees.
• Publish an annual security report containing safety and security-related policy statements and crime statistics and distribute it to all current students and employees. We must also inform prospective students and employees about the availability of the report.
• Submit crime statistics to the US Department of Education each fall via a web-based data collection.
• Maintain a daily crime log of alleged criminal incidents which is open to public inspection.
• Disclose missing student notification procedures that pertain to students residing in on-campus student housing facilities.
• Disclose fire safety information related to on-campus student housing facilities. This includes a fire log that is open to public inspection and publishing an annual safety report containing policy statements, as well as fire statistics associated with each on-campus housing facility.
